That works for me, Mike. I'll adjust my new characters sheet to reflect that. 

Since the side effect is proportional to the active points in use, 
I presume that this limitation should only be put on fairly large active point powers or power frameworks in the first place. After all, this really isn't a disadvantage at all on a minor 10 or 20 active point power.
