Sarah K. Ferrari is one of Mike's characters in the former Kazei 5. Read the 
old stories to learn about her, especially the "What's a Nice Girl?" stories 
that introduced her. She is the manager of the Mandarin Towers apartments in 
Hong Kong, and so will be a prominent charcater in the new Kazei 5 run.

And yes, there are lots of reasons a film-noir style detective might not 
have cyber ware. Off the top of my head:

1). He's broke, and just can't afford it yet.
2). He doesn't like cyberware, andc fears he will become "less human" if he 
has it.
3). His body just can't tolerate cyberware (Cyber Rejection is a 15 pt. 
Physical Limitation in this campaign).
