There are a few left over plot threads from the old game that relate nicely 
to this matter. The most prominent of which is a well-planned and 
coordinated attempt to disable and capture Shion, using a form of gas that 
rendered her unconcious and disabled her powers temporarily. They were 
well-trained, well-armed and employed a number of colourful - and deniable - 
bounty hunters to chase her down upon her escape. Most notably, there were 
indications at the end that they had successfully captured ESPers before. 
Most notably, they remained completely anonymous throughout the story, 
without a single hint as to their origin, employer, base of operations or 
such.
