That was actually the reason it wasn't in my plate of suggestions -- it 
has established characters and wouldn't be "starting from scratch". Not 
that this is a huge objection, especially as we've done few things with 
the city.

That might work, although I wonder if many player characters would have 
backgrounds that would lead to them living in a place like that. And 
besides, the penthouse is taken. ;)
