Google Earth is your friend. You can zoom in more than that, too. A lot
more. And angle the camera from straight down to an angle that would
actually show the elevations of the surrounding mountains. (The
buildings would still be "flat" though. It's still just a photos
contoured onto the geography.) Like so -

This should be enough to at least get a general idea of layout of the
land and feel of the place. There are other things you can add in to the
picture overlay, like schools, restaurants, railroads, etc.
I think, based on an idea that appeared in Ghost in the Shell, that
Victoria Peak would be completely covered in buildings in 2039. The
mountain making up the base of a semi-arcology. Not a single building
per se, but a tangle of buildings, roads, tunnels (road, subway, and
monorail) crisscrossing the peak and cutting into and through it.
