The fear comes from several factors.

1) It's dead... how do you "kill" it?

2) There are a lot more dead people than living people.

3) If zombies can create more zombies by killing the living, then you  
have the fear of disease and plague.

4) If the zombies simple eat people, you have the "eaten alive" fear  
(which one of the things that makes JAWS scary).
