This new link should answer some of that:

Japan and Korea have no desire to conquer Hong Kong in a military
sense. China has broken down (Balkanized) into multiple "warring
states," HK has a buffer zone manned by military, para-military, and
corporate forces to keep bandits, raiders, and warlords out.

Police forces.

It is presumed to have the HK equivalent of the JSDF. Coast Guard
mostly, with its air power mostly VTOL and helicopters. See above for
more.

No.

Of course.

Representative democracy. Probably modeled after the British system
or the Japanese.

I believe that this nation should commit itself to achieving the
goal, before this decade is out, of landing a man on the Moon and
returning him safely to the Earth. No single space project in this
time period will be more impressive to Mankind, or more important for
the long-range exploration of space. And none will be so difficult or
expensive to accomplish.
