A non-Esper, non-Gene Mod, non-Cyborg would work fine. It's mostly a question of the kind of story you want to tell.
You'd need a story hook explaining why this character chooses to spend his time among Street Samurai, Esper Weapons, and the street people of Hong Kong.
A Buddhist or Catholic Priest, or Baptist missionary, woud work well. He might refuse to be cyber-enhanced because he sees it as dehumanizing, and he might hang out with rough crowds to try and bring them to the light, or to seek some way to better the lives of his congregation. He caould have any kill set; all sort of people take up the cloth, and Churches pay for all sorts of training. I've known a Rabbi who was an ex-special forces soldier and a Catholic nun who was also a practicing pediatrician.
Personality is the most memorable aspect of any character in a non-combat centric RPG.
