Frankly, I'm not inclined to scream "surfeit of espers" until there 
actually is one. I remember when the game initially started there was a 
large number of espers, big and small, and then they fell off gradually 
but quickly until, around the time Lilith died, Raven was just about the 
only esper left in the game. And it largely stayed that way 'till the 
end with the very notable exception of Zenshou.

Unless I'm forgetting someone... O_o
