I think the thing to keep in mind here is that Mike is using the Hero  System 
to help define the characters and to provide some benchmarks in those  cases 
where a straight comparison is needed (e.g., can your character actually  rip 
the door of a CAV). Other than that, though, the game mechanics play very  
little part in the game.
 
So, if you feel you have the story ideas and material to play a "nat" in  the 
game and keep him active and involved in what's going on, there's no real  
disadvantage in doing so. In fact, the concept that he can function, and  
potentially thrive, while not "gifted" with cyber or esper abilities can  provide 
story fodder all by itself. ;-)
