I delurked to claim Kagura, so I might as well add some info that
may be useful here. :)

In the present day, most of "HK" gambling happens in Macau.  It's
very common to get a day pass on one of the HK <-> Macau ferries
to head to the gambling palaces there.  In fact, last I checked,
Macau is the largest, and fastest growing, gambling center in the
world.  Most of the tourist dollars spent in these casinos come
from tourists coming from HK, so Macau depends on HK tourism to
a large degree.

I point this out not to discourage casinos and/or gambling in HK,
only to point out another nearby area for story ideas.
