Ranked from biggest to smallest. Rankings based on best guess and in- 
game descriptions. Ties are listed alphabetically.

Shion-hime (6'6" and built accordingly)
Shoko (6'4" and built accordingly)
Anna & Uni Puma (slightly taller/bigger than the average Puma)
Average Puma (there is, of course, a lot of variation here)
Shion Nys (40" C/D bust)
Ling Ling Li (based on Petra Verkaik, who is roughly a 38 DD)
Shina Arakawa (a tie with Ling Ling, see the art of Koyori in the  
gallery)
Average Genetic Upgrade (it has been stated one side effect of an  
upgrade is a larger bust for women)
Average Lynx (there is, of course, a lot of variation here)
Raven Clark
Sandra Blackmore (who is said to look a like Seras Victora from the  
neck down)

Kitten (then again, she's a cyborg, and can have most any figure she
