I'd love for Vivian and Ilsa to meet each other at some point. Given that 
they are both espers and of about the same age (you didn't actually state 
her age, but the picture you used is of Witch Hunter Robin, who is 15 years 
old, so I presume Ilsa is about that age), I think they could eventually 
become close friends.

Since they both live at Mandarin Towers, I think it most likely that they 
would meet by simply bumping into each other somewhere in the building. 
Raven and Vivian are powerful PK's, and not always discrete about the use of 
their powers, so Ilsa has probably sensed that there is one or more espers 
on the floors above her before now. They, on the other hand, probably 
haven't picked up on Ilsa more subtle power usage. It would be easy for Ilsa 
to pick up some thoughts from Vivian in passing at some point, and decide 
that she's someone she'd like to befriend. I could also see them later 
working on mission together (once Ilsa finally admits to Vivian that she's 
an esper). Their very different powers would compliment each other nicely, I 
think.
