I think we'll just go with Option A. Since this isn't precisely SM or SMZ, her age doesn't really have to be clear, and then we don't have to decide what the AMP's recruiting-policies are.

Although - and this is just my opinion - if you think about it, the AMP sometimes recruiting teenagers does sorta make sense; there aren't that many people out there with the sort of powers they need, so they have to take who they can find. And also, people who do have those sort of powers probably tend to get killed off at a pretty good clip, leaving only the young people with newely emerged powers available to recruit anyway.
