Okay - invaluable resource here. At least for our story purposes. Check it out.

Satellite maps showing modified coastlines depending on how far the water rises.
Interestingly, in the Neo York area - New Jersey is affected before Manhatten is!
The Western parts of SF are actually not as affected as the eastern part of the peninsula. At 1-3 meters of Sea Level rise, nothing much happens to West San Francisco, teh Presidio area or downtown. But the Tenderloin and south of that is already starting to get encroachment. I guess that makes sense, since a lot of that area was reclaimed as landfill.
Anyway, take a look.

Well, high tide depends on location (in Fundy it's like 70 feet), but
in this case, lets say on average the ocean levels have risen 1-2 feet
around the world.

The Phoenicians were not great philosophers... they pondered the simpler
questions, like "If I stick this spear in you, can I take your stuff?",
"Do you have relatives that would be mad if I took your stuff?", and
"Can my relatives beat up your relatives?"
