I can SO get behind this! That's inspired! The Hero System products did 
just a little hint of this in that they would have various characters 
giving their opinion on something in the world in a 1-2 sentence blurb. 
The longest I ever tink I saw was a couple of paragraphs.

Sure - use the textbook style for relating the actual game mechanics, 
but use characters to get into what it's really _like_ to be in their 
shoes. I'd try to not go overboard with this, half page at most usually. 
If you go over a full page on any of these, you're probably wasting 
space. Feng Shui would sometimes place a one page story segment 
in-between chapters. I think what you're suggesting would work really well.
