If you are going to be GM, I suggest droping or scaling back the 
activities of any PCs you might have been running. I'd point out that my 
NPCs (Shion, Marta, Sarah, and so on) were rarely proactive, but tended to 
work with other PCs in some fashion.

Encounter how? If your PC visits Ling Ling Li for gear will said 
mulitnational then decide to destroy her for selling him something?

Hmm... 4 weeks? I highly suggest establishing who is in the game, what 
their PC(s) are, and getting some objectives for Turn 6/7 first. Make the 
final due date the middle of April, and give your self some time to get 
fully organized. Also, a membership drive might help.
